William T. Fuller, P.E.


Bill is the founding principal of the firm and occupies a leadership role in the Structural Division. He was raised in Chapel Hill as the son of a doctor and nurse; however Bill knew at an early age that his interest was in architecture, and later, structural engineering. He received his Bachelors of Civil Engineering from North Carolina State in 1983, and followed up with a Masters of Civil Engineering at the University of Colorado in Denver in 1987. 

Bill began his career in Denver working for Beirbach Engineers, a structural engineering firm that specializes in hospital construction. He then sought to expand his structural expertise in other areas and moved to Greenville, SC in 1987 to work for CRS Sirrine in the industrial engineering field. Seven years of working in a large corporation was enough for Bill to realize his place was in a smaller consulting practice, and he subsequently went to work for Cary Engineering where he was able to work on a multitude of building types including schools, churches and industrial facilities. 

In 1997 Bill started Fuller Consulting Engineers, Inc. working from his dining room table. Since then the structural division has provided services on over 4,000 building structures in 48 states. Understanding that the science of structural engineering is principally the same for all building structures, Bill has utilized his knowledge to provide services for buildings in many industries. Bill believes the key to providing quality structural services is understanding your client’s needs, developing those relationships over the long term, and providing a team of expert engineers and designers to design a facility that exceeds their expectations.   

The company’s success has allowed Fuller Group, LLC to hire and retain some of the industry’s top talent. Bill’s focus within the firm is to provide the training and opportunities that will allow the engineers and designers to grow professionally and meet their full potential. Bill works with the senior project managers to help them learn the ins and outs of successful project delivery. He also enjoys working with the younger engineers, helping them to improve their engineering skills. 

Bill is an active member of a number of professional organizations including the National Society of Professional Engineers and the Structural Engineers Association. Bill believes strongly in supporting those less fortunate in the local community and helping those who can’t help themselves (including our four legged friends). When Bill is not working, you are likely to find him swimming at the YMCA, hiking in the mountains with friends, or traveling with his family. 

H. Ross Clements AIA, NCARB, CDT


Ross leads the Building Envelope division at Fuller Group, LLC. In doing so, he frequently serves as an expert witness for civil cases involving construction litigation and premises liability. Born and raised just outside of Memphis, Tennessee, Ross was introduced at an early age to building design and the craft of woodworking. He attended the University of Tennessee’s College of Architecture and Design in Knoxville, receiving his Bachelor of Architecture in 2001.  

Before founding the Building Envelope division, Ross practiced as a forensic architect at Construction Science & Engineering (CSE), consulting on a variety of building envelope projects throughout the southeast. Prior to his role at CSE, Ross gained experience as a project architect at Batson Associates in Greenville, focusing on healthcare design. 

As he leads the steadily growing and talented team of design professionals in the Building Envelope division, Ross has made it a priority in his career to improve the quality and advance the development of the practice of architecture.  Over the past decade, he has served as an expert witness on hundreds of construction litigation and premises liability cases for both plaintiff and defense clients. Respected by his peers as an architectural practitioner and an objective, rational, and impartial expert witness, Ross believes in contributing to the construction industry by advancing the quality of architectural detailing through teaching and the consulting services of the firm. 

Ross is a registered architect in South Carolina, North Carolina, Georgia, and Tennessee, and holds an active NCARB certificate. As an Eagle Scout, Ross recognizes the importance of leadership, fellowship, and mentoring within the community. He is a past President of the Greenville section of the American Institute of Architects. In addition to his professional work, Ross currently serves on the Building and Grounds Committee at Greenville’s Poinsett Club. He and his family are members of First Presbyterian Church in Greenville, SC. 

Lucas G. Young, P.E., S.E.


Lucas grew up in Clover, SC, and studied Civil Engineering at Clemson University where he earned both a Bachelor of Science, and Master of Science in Civil Engineering, as well as a minor in Business Administration.  While finishing his graduate studies, Lucas joined Fuller Group during the summer of 2008.  Upon graduation that December, he joined Fuller Group full time as a member of the structural staff. 

Since becoming a member of the Fuller Group team, Lucas has provided structural design for numerous projects utilizing many different structural systems and construction materials.  His design experience has enabled him to gain extensive understanding of most building types across many sectors including mixed-use, multi-family, retail, office, healthcare, industrial, military training facilities, and residential construction. In addition to building design and construction observations, Lucas supports Fuller’s Envelope division by providing structural investigations, performing building code analyses, preparing engineering repair recommendations for building structures, and has serving as an expert witness for construction litigation.  

While performing his duties as a practicing professional engineer, Lucas’ primary focus is developing safe and efficient designs, delivering a quality set of construction documents, and providing excellent client service.  He believes that these items are integral to project success.  Lucas has worked with Bill to acquire top talent, and to develop that talent both technically and professionally to provide their clients with a team of qualified and experienced engineers. 

Lucas is a member of the Structural Engineering Association of South Carolina, the American Institute of Steel Construction, and the Future Construction Leaders of the Upstate.  He is a registered Professional Engineer in South Carolina, Georgia, Tennessee, Illinois, Idaho, Montana & Utah.  As a graduate of Clemson, Lucas loves attending any Clemson sporting event. If he is not at a Clemson game, he is serving at Greenville ARP Church or spending time with his wife and two daughters in Greenville, SC.
